Traficom, the Finnish Transport and Communications Agency, provides a wide range of digital services for citizens and businesses, covering transport, communications, permits, registrations and regulatory processes.

GOAL
Rebuild the main website and e-service portals. Shift from paper or PDF-based processes to fully digital services. Modernize the underlying platforms by replacing legacy e-service platforms with a modern service architecture, while improving usability and accessibility and maintaining continuity for existing users across multiple digital channels.

Our Approach

Traficom launched a long-term digital transformation to rebuild its main website and e-service portals. The objective was to modernize the underlying platforms, improve usability and accessibility, and unify the experience across multiple digital channels.

The legacy platform had reached the end of its lifecycle and consisted of multiple services with varying user experiences and technical solutions. The renewal aimed to replace the old e-service platform with a modern service architecture while maintaining continuity for existing users.

The new platform supports Traficom’s long-term digital strategy by enabling faster service development, improving reliability and making it easier to introduce new digital services. The work also improved the consistency of services across Traficom’s digital ecosystem.

Development was carried out collaboratively with domain experts to ensure that the services meet both regulatory requirements and real user needs.

A key focus was improving usability and accessibility. This included creating clearer user journeys, enabling mobile-friendly service usage, ensuring compliance with accessibility requirements and aligning the visual experience across services.

The transition from legacy platforms to the new architecture was implemented gradually. Services were migrated step by step, while interoperability between old and new systems was maintained through automation. This ensured continuous availability throughout the transformation.

Following the renewal, the platform was enhanced with a dynamic form engine, enabling faster creation of new digital services and supporting the shift from paper or PDF-based processes to fully digital services.
